D2 Visa
and Residency for Entrepreneurs

New Project (2) (1).webp

Your New Chapter in Portugal Starts Here

Bring your business ambitions and family plans together with PRIME. Our Portugal D2 visa support helps entrepreneurs prepare their business documentation, understand residency requirements and organise the steps towards Portuguese residency. From your initial eligibility assessment to application preparation and post-arrival guidance, we coordinate professional support around your circumstances, helping you move forward with clarity and confidence.

Start with the route that matches your circumstances

A bank will assess the application under its own onboarding and compliance procedures. Ownership records should be consistent with the articles and beneficial ownership declaration. Explain the commercial purpose of the account, where funds originate and the transactions you expect.
If further information is requested, address the actual question with supporting records. Opening several incomplete applications does not resolve inconsistencies. PRIME can assist with preparation and coordination; the bank decides whether to open the account and what services it will provide.

What the official entrepreneur requirements cover

The government service lists identity and travel documentation, criminal-record evidence, travel insurance, accommodation and means of subsistence. Entrepreneur applicants also need to describe their completed or intended investment, including its nature, amount and duration, and evidence available financial resources in Portugal. Requirements for independent professionals differ and can include service contracts and professional qualifications.
The official service does not specify one universal minimum investment that makes every project eligible. The business funding, personal maintenance funds and evidence requested for your application must be assessed separately. Check the current checklist of the competent consular post before submission.

Build a credible business plan

A useful plan explains the customer, the problem being solved, the product or service, and how the business will reach its market. It should show what you personally contribute and how the project will operate.
Include an evidence-based startup budget, recurring costs, revenue assumptions and the cash needed if sales arrive later than expected. Describe premises, suppliers, staff and licences where relevant. Support important assumptions with quotations, research, correspondence or contracts when available.
Avoid projections that exist only to make an application look attractive. If the business depends on an unconfirmed partnership or a single prospective client, explain the dependency and how you will manage it. A realistic plan is more useful to you after arrival as well as during preparation.

Understand the stages

First complete the route assessment and document preparation. Next follow the application process through the competent Portuguese consular channel. If a residence visa is issued, follow its conditions and complete the applicable residence-permit procedure in Portugal.
AIMA’s independent-activity residence page identifies evidence including a valid passport and relevant visa, activity or company documentation, address information, and tax and Social Security registration. The temporary permit described there is initially valid for two years and renewable for successive three-year periods. These are permit-validity periods, not a promise of processing speed.

How long does a D2 application take

The government service identifies a 60-day decision period for the visa procedure. This is not a commitment that every stage of your move will finish in 60 days. Appointment availability, document preparation, further requests and the later residence process can affect the practical timetable. Obtain a stage-based plan before committing to non-refundable travel or a fixed business opening date.

Family reunification and moving together

Under the current Article 98 framework, the general qualifying period is two years of valid residence permission. A 15-month period can apply to a spouse or equivalent partner who cohabited with the sponsor for at least 18 months immediately before the sponsor entered Portugal.
The general waiting period does not apply to dependent minors or incapable dependants, or to a spouse or equivalent partner who is also a parent or adoptive parent of such a dependant with the sponsor. Certain specified residence categories also have exceptions. Other exceptional reductions require the relevant legal assessment. An exception to a waiting period does not remove the documentation or decision process.
Review the applicable family visa and reunification procedures before assuming simultaneous travel. Prepare marriage or partnership evidence, birth records, dependency evidence and parental permissions where relevant. Authentication and translation requirements depend on the documents and the receiving authority.

Staying compliant after arrival

Keep residence, address, tax and Social Security records organised and prepare renewals early. Your business records should reflect genuine activity and the circumstances supporting your residence basis. If your activity changes substantially, seek advice before assuming the same documentation remains sufficient.
Travel also needs planning. Under the general temporary-residence rule, absence without acceptable reasons for six consecutive months or eight non-consecutive months during the permit’s validity can lead to cancellation. Exceptions and justification procedures exist. Do not confuse residence-permit absence rules with the separate tests for tax residence.

Permanent residence in Portugal

Before AIMA’s general permanent-residence requirements include at least five years holding temporary residence permission, means of subsistence, accommodation, compliance with tax and Social Security obligations, basic Portuguese and the applicable criminal-record condition. Eligibility is assessed; it is not an automatic upgrade on an anniversary. The permanent status has no fixed expiry, but the card generally requires renewal every five years or following changes to identification details.
There is no single company-profit threshold listed in AIMA’s general Article 80 checklist. This does not remove the need to evidence subsistence, compliance or the validity of your residence history. A company with no activity should never be presented as a substitute for a case-specific assessment.

Portuguese citizenship is a separate application

Under the nationality legislation effective from 19 May 2026, the general residence-based naturalisation period is seven years for nationals of Portuguese-speaking countries and EU Member States, and ten years for other nationalities. Further requirements include language and civic knowledge, subsistence and applicable security and criminal conditions. Applications pending when the amendment entered into force are covered by its transitional provision. Individual cases require review.
Permanent residence and citizenship have different rules. Do not treat five-year permanent-residence eligibility as a promise of citizenship after five years, or assume the nationality clock starts when a company is registered.

Housing

Before signing a lease, understand the lawful use of the property, the landlord’s authority, the full payment terms and whether the documents support the intended administrative procedure. Compare locations against school access, commuting, business premises and household budget rather than choosing a city solely for its reputation.
Portugal’s health service distinguishes receiving an SNS user number from having healthcare costs covered. Official guidance identifies registration information including identity, NIF, Portuguese address and valid residence permission, subject to legal exceptions. Arrange appropriate cover during the transition and confirm your circumstances with the relevant service.
For school-age children, contact the local school or school grouping early. Bring school records and ask about equivalence, translations, enrolment and Portuguese-language support. The official education guidance describes procedures for recognising foreign studies and language assessment.

Questions about your move

4

Can I keep my business abroad?

Your ownership, management responsibilities, travel and income should be considered together. Discuss immigration compliance and cross-border tax treatment before selecting a relocation date.

Will registering a company make my family eligible immediately?

No. Family eligibility follows the applicable immigration rules and personal circumstances. Review the waiting periods and exceptions above before committing to a shared travel schedule.

What if my application receives a refusal?

Ask for qualified review of the decision, reasons and applicable response deadlines. Address the actual issue; resubmitting the same evidence without understanding the refusal can repeat the problem. Further work and representation should be agreed separately where outside the original scope.

What should I prepare for a first consultation?

Prepare a short summary of your background, business idea, resources, country of legal residence and family composition. Detailed financial and identity documents should be requested through the agreed secure channel only when necessary.
